STEP 1

Create New document

 Fill with Gradient Tools

STEP 2

Select the Rounded Rectangle Tool apply the following settings

Create shape

STEP 4

add the following layer styles

Perform result like this:

Select the Elliptical Marquee Tool

Hold Ctrl+Click the shape layer to make a selection then create a shape like  this

STEP 6

Create new layer and fill with #e9dd24

STEP 7

Create shining shape:

Hold Ctrl+Click the first shape layer to make a selection then create a shape like:

Go to Select > Modify > Contract

STEP 8

Fill with Gradient color

STEP 9

Now create a new layer make sure your forground is set to white Now select the gradient tool and set it to Foreground to Transparant and drag it from top to bottom.

This is final result :
