Step 1

Create new document with 400 px X 400 px

Step 2

Use Text tool to create text

Step 3

Fill background #000000 and text with #FFFFFF

Step 4

With text selected press Layer > Layer Style > Stroke

Step 5

Whike selected text layer, add with outher glow Layer > Layer style > Outer Glow 

should like this :

Step 6

Create duplicate  text layer with Ctrl+J 

Step 7

Uncheck layer effect 

and then use right click on mouse and press Rasterize Layer 

it should be like this

Step 8

Last step, add blur effect with Filter > Blur > Gausian Blur
