Step 1

Open your image in Adobe Photoshop.

Step 2

Go to the Filter menu and go to Artistic > Poster Edges
While in the box that pops up, set the values to what you can see in the following image.

Step 3

Now go to the Filter menu again and this time go to
Artistic > Cutout. Set the values to the following.

Step 4

Now set the Contrast to +35%. This can be found by going to Image > Adjustments > Brightness/Contrast.

Step 5

After you have done the previous, use Shift + Ctrl + L to run Auto Levels in Photoshop, or go to Image > Adjustments > Auto Levels.

Step 6

It is now time to run the shadow/highlight tool. Go to Image > Adjustments > Shadow/Highlight and use the following values: 

Step 7

Finally run a simple Unsharp Mask by going to Filter > Sharpen > Unsharp Mask and adjust the settings to your liking.
