Step 1

make the color like this, it make basic color of old fashion

Step 2

Create new document with spesific dimension, fill with whatever colors, then go to:

Filter > Render > Clouds

Step 3

Add some noise,go to

Filter >  Noise > Add Noise

Step 4

More effect with photo collection, like this picture, and make it  overlay layer

Now you get like this

Step 5

Now, you can add some sketch effect with brush  ( if you doesn't have it, you can search on web )

Step 6

Try it with brush for 2 or 3 time

And now you get :
